The scale of the disaster along the Nepal-Tibet border is so extraordinary that questions about its origins are inevitable. Villages were swept away, rivers suddenly surged and infrastructure on both sides of the border was destroyed. For Tibetan leaders in exile, the obvious question is whether this was simply a natural disaster — or whether human activity in Tibet may have contributed to it.
That question deserves investigation. But it also requires caution.
The emerging scientific evidence does not currently establish that Chinese construction or other activities in Tibet caused the disaster. Satellite imagery and preliminary scientific assessments instead indicate that a major glacial collapse or ice-rock avalanche triggered a chain of events that produced the devastating flash flood.
According to Reuters, the lower part of a glacier near Langtang Lirung collapsed, generating an avalanche of ice and rock and a massive debris flow. The collapse was powerful enough to register as a magnitude 5.2 seismic event.
But that does not mean the broader question about human activity should be dismissed.

That is a legitimate question, particularly because the Himalayan environment is extraordinarily sensitive to large-scale infrastructure and rapid environmental change. Roads, hydropower projects, tunnels, mining, dams and other construction can alter slopes, drainage patterns and sediment flows. But establishing a causal connection to a particular disaster requires geological evidence, not political inference.
The preliminary evidence is increasingly pointing towards a combination of glacial instability and climate change.
More importantly, the disaster occurred in a Himalayan region already undergoing profound climatic change. The Hindu Kush Himalaya has experienced rapid warming, glacier retreat and degradation of mountain permafrost. Scientists have warned that warming can destabilise the frozen material that effectively helps hold steep mountain slopes together.
This makes climate change a more credible background factor than any immediate allegation of deliberate or negligent Chinese activity.
Yet there is another reason why the Tibet question cannot simply be ignored: transboundary water and environmental security. Tempa Gyaltsen, an environmentalist and official of the Tibetan government-in-exile, asked a particularly important question: “What really caused that enormous surge of water suddenly coming through?” He also questioned why communities and border personnel did not receive an earlier warning.
The warning issue may ultimately be more consequential than the question of who caused the collapse.
Even if China did nothing to trigger the disaster, a lack of adequate upstream monitoring, information-sharing and early-warning mechanisms could increase the consequences of future events. Himalayan disasters are becoming increasingly transboundary in character, and disaster preparedness cannot stop at an international border.
There is also a wider lesson for China’s infrastructure ambitions in Tibet.
Gyaltsen described the disaster as a warning against “mega construction or mega projects” in the Himalayan region, arguing that earthquakes, landslides and glacier-related disasters create enormous risks. His argument should not automatically be interpreted as proof that Chinese construction caused this particular flood. But it does raise a legitimate policy question: how much infrastructure can fragile Himalayan ecosystems safely absorb?
China has invested heavily in infrastructure across Tibet, while Nepal itself has pursued hydropower, roads and other projects in equally fragile terrain. The environmental debate therefore cannot be reduced to China alone.
What is needed is independent scientific investigation, satellite data, hydrological records and transparent sharing of information between Nepal and China. As Teykhang put it, Nepal should have “a very constructive talk with the People’s Republic of China” to understand what happened at the source.
The tragedy should therefore not become an excuse for an unproven accusation. But neither should the absence of definitive evidence become an excuse for avoiding difficult questions.
The most credible explanation at present is a catastrophic glacial collapse and debris flow, occurring against the backdrop of a rapidly warming and increasingly unstable Himalayan environment.
Whether Chinese activity contributed to the disaster remains a question for scientists, not politicians, to establish. But one conclusion is already clear: the Himalayas are becoming too environmentally fragile for governments to treat development, water management and disaster preparedness as separate issues. For Nepal, China, India and the wider region, transparency and early-warning cooperation are no longer optional. They are becoming a matter of survival.
